The FISC Norfolk Det Philadelphia intends to negotiate a requirements contract on Sole Source basis with General Electric Company, GE Aircraft Engine, Lynn, MA for preparation of new Technical Manuals, pick-up revisions or revisions and other data services required by the Naval Air Technical Services Facility (NATSF) in support of the F404 and T64 engines and any new GE Engine Configuration which will require technical manual support during the contract period. This contractor is the prime contractor, designer, sole manufacturer and sole supplier of the cited engines and is the only known source with the data and the specialized engineering expertise requisite to the accurate and timely preparation of the technical documentation to be procured. Strict compatibility/integrity with the production hardware can only be maintained through acquisition of the technical manuals/changes/revisions from this contractor. The proposed acquisition will result in a firm-fixed price requirements contract with a base ordering period of one (1) year with two (2) one-year Options. The contract delivery requirements, quantities and destinations will be defined in each order issued under the contract. The ordering periods for the contract will be as follows: 21 Sep 98 though 20 Sep 99; Option 1: 21 Sep 99 through 20 Sep 00; Option 2: 21 Sep 00 through 20 Sep 01. Including options, it is estimated that a total of 13,590 pages and 1,290 man-hours of supporting contractor tasks will be acquired under this requirements contract. Note 22 applies.
