Inc., the Management and Integration contractor for the U.S. Department
of Energy's (DOE's) Hanford Site, in collaboration with B&W Hanford
Company and the DOE, is seeking expressions of commercial interest in
existing Cs-137 and Sr-90 materials that are stored at the Hanford Site
near Richland, WA. 49.5 MCi of Cs-137 chloride are stored in 1311
capsules, each of which is 2.6 inches in diameter and 20.8 inches long;
21.4 MCi of Sr-90 fluoride are stored in 601 capsules, each of which is
2.6 inches in diameter and 20.1 inches long. The Cs-137 and Sr-90 have
aged 40-80% of one half life since capsule production and are
currently stored in 8 pools at Hanford's Waste Encapsulation and
Storage Facility (WESF). The DOE's baseline plan for these materials is
to dispose of them by feeding them into Hanford's high level waste
vitrification process sometime around 2013. Expressions of interest
must be economically viable to the DOE and may include (1) leasing the
gamma ray and bremsstrahlung radiation field space within the WESF
pools or (2) purchasing MCi amounts of the Cs-137 and/or Sr-90 salts.
If the radiation field space is to be leased, all capsules must remain
at least 6 feet underwater in the existing WESF pools, one of which is
8.8 feet wide by 21.8 feet long by 10.8 feet deep and the remaining 7
pools each being 4.4 feet wide by 21.8 feet long by 10.8 feet deep. The
present capsule storage configurations consist of single-layered,
vertical capsule, rectangular arrays 6.6 feet long by 4.2 feet wide,
and 4.1 feet long by 4.2 feet wide for the Cs-137 and the Sr-90
capsules, respectively. These configurations may be changed to optimize
the radiation field space needed for commercial use but must still meet
WESF and capsule requirements. The WESF is classified as Treatment,
Storage, and Disposal (TSD) under RCRA and is intended to store the
capsules at least until 2017. Purchasing options must address use and
final disposal requirements as set forth by U. S. Government and/or
international law. Expressions of commercial interest must be received
no later than July 31, 1998 by standard mail or fax, and should
include information on the technical and business capabilities of the
respondent. Any submitted business proprietary information shall be
clearly marked as such and will be held by Fluor Daniel Hanford, Inc.
in strictest confidence. Submittals shall be delivered to Dave
