Contracting Officer The Administrative Office of the U.S. Courts
intends to issue a sole source contract to West Publishing Corporation
for slip opinion printing services for the United States Court of
Appeals for the Fifth Circuit located at Shreveport, Louisiana. The
Court and its district courts require the Contractor to prepare
editorial headnotes in the opinions; provide the West key number
research capability; and prepare accurate, succinct synopses of the
cases. The West key number research capability is necessary to provide
the courts with a quick reference mechanism to a specific point of law
to aid research. Other requirements include receiving daily electronic
transmissions of court opinions in WordPerfect format; proofread the
opinions using a skilled proofreader who is familiar with the format
and language of federal appellate decisions; typeset, print, and copy
the opinions according to government-provided specifications;
distribute copies of the opinions to the Court and Court-provided
mailing lists at times and in quantities specified; provide diskettes
to the court along with the Court's copies of the opinions; and perform
other related services. Photocopying is not an acceptable method of
duplication. The resulting contract will be a firm-fixed price,
indefinite-delivery, indefinite-quantity contract Any interested party
must submit written documentation regarding their ability to meet the
above requirements. Such data must include, as a minimum, a complete
description of the services to be provided, a complete analysis to
demonstrate that its services can provide the West key number research
system, pricing data with applicable discounts, a point of contact,
and any other pertinent information. This notice of intent is not a
request for competitive proposals. However, all proposals received
within 30 days after the date of publication of this synopsis will be
considered by the government. If a solicitation is issued, no
additional synopsis will be published. Any such solicitation will be
issued to the intended contractor and all firms who respond to this
