STRICOM is pursuing development of instrumentation processes and technologies to integrate the Army Battle Command Systems (ABCS) into the three Maneuver Combat Training Centers (MCTC). The MCTCs are Combat Maneuver Training Center (CMTC), National Training Center (NTC), and Joint Readiness Training Center (JRCTC). STRICOM is interested in identifying sources for the prototype development phase (primarily software) of these efforts through STRICOM's BAA 97-02 solicitation under Part I -- Research Interests, paragraph 3 -- Instrumentation, Targets and Threat Simulators Research and paragraph 5 -- Training Systems Research. Before responding to this announcement, it is strongly recommended that all offerors obtain supplemental information (draft Technical Specification) to this synopsis by contacting John E. Additional information regarding MCTC/ABCSI can be obtained by accessing the STRICOM World Wide Web site at "www.stricom.army.mil/PRODUCTS/ABCS" (case sensitive). Prior to submitting proposals, interested parties must submit white papers that do not exceed two (2) pages in length. The white papers will be reviewed to determine if the proposed effort is within the aforementioned research interests of the BAA solicitation. The white papers must include a rough order of magnitude of the costs to complete the proposed effort. Favorable review of a white paper does not constitute selection of the proposed effort for contract award and will not establish a binding contract with the Government. To be considered, white papers must be received by the STRICOM points of contact no later than 5:00 p.m. eastern standard time on 29 May 98. Favorable notification of white papers will be accomplished by 10 Jun 1998. Offerors may be invited to submit proposals based on favorable white papers. Said proposals will be required no later than 22 Jun 98. The anticipated contract award date is 30 Jun 98. Note: It is expected that non-government personnel, who have signed non-disclosure agreements, will participate in the technical review of white papers and/or proposals submitted in response to this synopsis. This is not a synopsis for a new BAA. If you are already in receipt of STRICOM's BAA 97-02, there is no need to request an additional copy in order to respond to this synopsis.***** (0134)
