Federal Highway Administration intends to negotiate a cooperative
agreement with the University of Maryland Business School to identify,
review, and summarize relevant information of diverse segments of the
commercial motor carrier industry. The effort will facilitate FHWA's
ability to make inter-segment comparisons within the industry and will
include preparing detailed summary descriptions of major operating and
financial performance information on firms in each segment, placing a
special emphasis on developing a profile of safety management. Dr.
Thomas Corsi of the University of Maryland Business School is uniquely
qualified for the work required under this project as it is a
continuation of work he has been undertaking for the FHWA through the
Volpe Center as well as his knowledge of the entire spectrum of safety
publications, the extent of his publications on numerous sectors of
the industry, and his access to complete financial and operating data
