QUANTITY CONTRACT FOR A/E SERVICES FOR COAST GUARD WEST COAST
FACILITIES; A/E Services for Underwater Inspections and Engineering
Services at various West Coast Facilities. Services required are as
follows: A) Above and underwater surveys to ascertain existing
conditions and state of repair for various waterfront installations
including but not limited to wave breaks and breakwaters, pilings,
bulkheads, piers and wharves, floats, etc. B) Preparation of reports,
recommendations, and cost estimates for identified marine
repair/replacement work. C) Preparation of competitive bid construction
contract documentation, including design analysis and design
development cost estimates, permitting, drawings, and specifications
involving civil, structural, coastal and environmental marine
modifications and installations. Some minor subordinate mechanical and
electrical engineering will be required as a subordinate task
depending on the facility and nature of the project. Services will be
provided as an "as needed" basis under a one-year Indefinite
Delivery/Indefinite Quantity Contract, plus two option years having the
following funding limitations: 1) The contract will provide a
guaranteed minimum dollar amount of at least $5,000 for each year; 2)
individual delivery orders shall not exceed $50,000; 3) The total
contract amount of all orders placed against the contract shall not
exceed $250,000 in any single year. The following is a selection
criteria for evaluating potential contractors, listed in order of
importance: 1) Professional qualifications for the required services of
performing underwater inspections of Coast Guard
wharves/piers/bulkheads/bridges/cable systems and moorings using
in-house professional registered engineer divers supervising diving,
diving 100% of the time and writing reports. 2) Specialized experience
and technical competence conducting underwater inspections. Evidence
of experience and dive techniques; type of apparatus preferred and why;
number of professional divers; structural cleaning experience; turbid
water experience, etc. 3) Capacity of the firm to do the work in the
required time. Reports required within 60-120 days. Experience in
providing design and engineering services including PCAS. 4) Past
experience in evaluating structural conditions of facilities using NDT;
firm's past experience performing Government Agency contracts in terms
of cost control, quality of work and compliance with performance
schedules. 5) Firms experience in traveling for underwater reports.
Familiarity with travel and rental requirement for diving apparatus.
Access to state and federal regulations applicable to dive areas. 6)
Volume of underwater inspection work (Government and Commercial)
awarded during the previous three (3) years. Volume of facilities
inspected which required evaluating structural conditions. 7) Quality
control and quality assurance procedures for underwater inspections.
Submittal of sample of safe diving practices or dive operation manuals
used by the firm.All selection criteria listed above must be clearly
addressed in the SF-2555 response. Specify in Block 4 on each SF 2545
whether the firm is a small business concern (including its affiliates
having an average annual sales or receipts for its preceding three
fiscal years not in excess of $2.5 million); small disadvantage
business, or woman-owned business. Before award of contract, the A/E
(if not a small business concern), shall be required to present an
acceptable Small Business and Small Disadvantage Business
Subcontracting Plan in accordance with the Public Law 95-507. The due
date for submissions of 2545 and 2555 is 17 June 1998, at 4:00 p.m.
Pursuant to the Small Business Competitiveness Demonstration Program,
this procurement is open to all firms regardless of size. This is not
