Lockheed Martin will also be required to perform a shock mount upgrade and block upgrade to the control units. This notice of intent is not a request for competitive proposals. However, all proposals that clearly demonstrate the ability to meet the needs of the Government which are received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Numbered Note 22 and 26 applies.
