The Air Force Flight Test Center (AFFTC) requires a study to determine optimization criteria and techniques for Data Cycle Maps(DCM) Advanced Range Telemetry (ARTM) Program and the 412TW/TSDI. The Air Force intends to negotiate with and award a sole source contract to the University of South Australia, GPO Box 2471, Adelaide South Australia 5001, Australia, unless responses to this synopsis reveal other sources capable of satisfying the requirement. A sources sought synopsis published on 9 March 1998 did not reveal any interested sources. The University of South Australia is the only known responsible source to satisfy the agency requirement. Interested contractors capable of meeting must submit clear and convincing literature and pricing that fully demonstrates their capability to meet the requirement. Responses for the solicitation which fail to provide the required capability demonstration will not be acknowledged.
