The Government of the District of Columbia, Department of Health, Administration for HIV/AIDS intends to issue Solicitation No. 213-98-1006 through the U.S. Department of Health and Human Services, Program Support Center, Division of Acquisition Management. We are soliciting proposals from qualified offerors to conceptualize, develop and manage a city-wide "HIV Street Outreach and Referral Program" that offers injection drug users (IDUs) and their partners access to outreach and referral services, HIV/AIDS prevention and education, and counseling, testing and treatment services. The initiative should be designed to provide comprehensive services that will ultimately lead to a reduction in the transmission rate of HIV in the District of Columbia. The anticipated release date for the solicitation is on or about June 1, 1998.
