synopsis/solicitation for commercial items and is issued as a Request
for Quotation (RFQ). This announcement is also being published in the
Commerce Business Daily (CBD). No other written solicitation will be
issued. The closing date and time for receipt of quotations is June 26,
1998, at 3:00 p.m. local time, USAID/PHILIPPINES, 1680 Roxas Boulevard,
Manila, Philippines 1000. Background: Eight Caterpillar diesel
generator sets were purchased and installed in 1997 in five aimag
centers in Mongolia to help meet electricity demand. Two sets each were
placed in Bayanhongor, Gov-Altai and Hovsgol aimags, while one set each
was placed in Omnogovi and Zavhan aimags. Up to 20 more generator sets
are needed to renovate entire power plants in the four selected
aimags. USAID/Mongolia plans to purchase up to 10 generator sets in
FY98 and, subject to the availability of funding, an additional 10 sets
in FY 99. USAID wishes to enter into a contract with a firm that can 1)
provide the generator sets with specifications below, 2) can be
responsible for their transportation, installation and commissioning;
and 3) provide training of Mongolian technical staff on operation and
maintenance and supplies on an as required basis for proper maintenance
and operation of the diesel generator sets. The firm should have an
established maintenance and spare parts capabilities in Ulaanbaatar
within 30 days of contract award. This will include the capacity to
provide consultancy and technical assistance services, as needed,
during the warranty period of one year. If your firm does not have
maintenance/spare parts capabilities in Mongolia at this time, your
quotation should clearly state how you plan to establish such
capability within 30 days of contract award. SITE CONDITION: Indoor,

Oil; Engine Control Panel: Gauges: to (water, oil, in-take air, and
exhaust air), pressure (oil, fuel) speed, filter restriction (oil,
fuel, air) and hour meter; Charging Alternator: 24V, Not less than 35
Amp. CONTROL/CIRCUIT BREAKER/CABLE: Bus sensing meters: Voltage
Frequency meter; Frequency Meter: 47-53 Hz; Must have: A.C. Ammeter:

diesel generator sets USAID procured in 1997 WORK:Site Engineering for
installation work, procurement, transportation, installation(including
Cable Wiring and Termination) and Commissioning, Training, Performance
Monitoring. WARRANTY: 1 year;SPARE PARTS:3000 mh Maintenance Parts;
TOOLS: Tool set Specific tasks that should be carried out by the firm
include the following: Task 1. Provide up to ten generator sets in 1998
and up to 10 additional sets in 1999. The schedule of distribution is
as follows: Govi-Altai: 2 in 1998 and 3 in 1999; Bayonhongor 2 in 1998
and 2 in 1999; Zavhan: 3 in 1998 and 3 in 1999; Hovsgol: 3 in 98 and
2 in 1999. Task 2. Develop distribution list and installation priority
of generator sets by aimags in cooperation with Ministry of
Infrastructure Development. Task 3. Develop a list of all actions
including supporting activities required to be completed by the
recipient organization (Energy Authority of Mongolia) prior to arrival,
in-country shipment, on site installation and commissioning, start- up
and training of personnel. Task 4. Site engineering for installation
work (including design of the foundations for generator sets and fuel
tank, modification of existing cable and pipe trenches, design of cable
wiring and termination, and etc.). If necessary, elaborate the
technical specifications for generator sets. Task 5. Procurement and
transportation of generator sets. Generator sets will be checked,
packed for shipment (when appropriate) and forwarded to Mongolia. The
Contractor shall pay for all shipping costs on C.I.F. Destination --
Mongolia basis. No Government Bills of Lading shall be issued. The
Government of Mongolia shall assume responsibility (financial and
physical) for the generator sets during in-country transit period. Task
6. Receive and inspect generator sets; and provide Receiving and
Inspection Report on each shipment to USAID/Mongolia. Task 7.
Installation, commissioning, start-up and training on the generator
sets in individual aimags with selected aimag personnel. Task 8.
Oversee and monitor the performance of all generator sets and provide
assistance when required during the period of one year. Fuel flow
meters are to be supplied for each of the diesel generator sets (both
existing and new) to facilitate management and operation. Offerors must
submit unit priced quotations based on a unit price for each generator
set that includes procurement, shipping, installation,
training/technical assistance and other associated costs. USAID may
exercise an option to buy the additional sets in 1999. Offerors must
therefore submit a priced option per unit (generator set) for 1999.
Pursuant to FAR 52.217-5 Evaluation of Offers, USAID will evaluate
offers for award purposes by adding the total price for the options to
the total price for the basic requirement. Please note that evaluation
of options will not obligate USAID to exercise the option. As
appropriate, FAR 52.217-6 Option for Increased Quantity and FAR
52.217-8 Option to Extend Servicesapply to this solicitation. USAID
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price, and other factors
considered. The following factors, listed in descending order of
importance, shall be used to evaluate offers: (a) lowest price
quotation for all items, (b) having an authorized dealership in
Mongolia to handle warranty, maintenance, packaging, spare parts and
delivery service, (c) earliest delivery schedule proposed, and (d) past
performance. After award of the contract, the successful contractor
shall be required to furnish a Performance Bond equal to 10% of the
contract's price. The following incorporated provisions and clauses are
