COMMERCE BUSINESS DAILY ISSUE OF MAY 20,1998 PSA#2099ADVANCED TECHNOLOGY SUPPORT PROGRAM 2 The Defense Microelectronics
Activity (DMEA) is planning to acquire engineering services for the
Advanced Technology Support Program 2 (ATSP2), which is a follow-on to
the highly successful Advanced Technology Support Program (ATSP). A
source selection method will be used to award an indefinite quantity
contract covering a multi-year period estimated to be 5-7 years in
duration. The aggregate program amount is anticipated to be
approximately $700M-$950M and be awarded to an undetermined number of
prime and/or teamed contractors. Contract award will be on the basis of
best technical proposal, price and other factors considered. Price will
be a secondary consideration. The purpose of this announcement is to
obtain early industry involvement on the following acquisition topics;
risk, solicitation content and to establish a potential source list.
The second of two industry meetings will be held at McClellan AFB CA on
June 16, 1998. For details regarding this meeting, including a map and
directions, visit the web site identified below. The first industry
meeting was held on April 21, 1998. The ATSP2 is a uniform technical
and management approach that leverages advanced technologies to extend
the life of weapon systems. Electronics support problems, such as,
reliability, maintainability and diminishing manufacturing sources are
solved through the development of form-fit-function replacements and
the insertions and applications of advanced electronics technologies.
The requirement covers both hardware and software and includes studies,
analysis, design, code, simulation, prototyping, integration, testing,
and limited production. The requirement also includes the development
of viable methods of procedures for using available tools and
resources, strategies for resolution of replacement alternatives, and
for technical interchange in support of task accomplishment. An
internet web page will be available for downloading files pertinent to
the ATSP2 source selection. It is available from the DMEA home page at
www.dmea.osd.mil by selecting the ATSP hyperlink at the bottom of the
screen. An account and password will be required to access the ATSP2
Source Selection information. At this time, it is anticipated that the
web page will only be used for downloading ATSP2 source selection
documents and information to interested offerors. To obtain password
and account information by email, respond with the information cited
below to "atsp2pco@dmea.osd.mil". The offeror assumes all risks
involved with the failure of delivery and the government makes no
claims that email is secure for the transmission of proprietary
information. Once received the government will handle proprietary
information in accordance with normal practices. Interested offerors
should submit a request on letterhead to DMEA/MEOP Attn: Larry

release of this notice. Interested offerors shall also send a brief (5
page limit) statement of their interest and pertinent capabilities.
Briefings by interested offerors of their capabilities will not be
accepted. Submission may alternatively be emailed to

DMEA does not intend to award a contract on the basis of this request
