The National Institute of Standards and Technology (NIST) has a requirement for a contractor to provide services including meeting space and food for the National Conference on International Standards to be held on September 23, 1998. Offerors for these services must be within a 5 mile radius of the Sheraton City Centre Hotel, 1143 New Hampshire Avenue, N.W., Washington, D.C. because this conference is being held in conjunction with World Standards Day activities held at that location. The attendees need to get from one location to the other in a short period of time. THIS IS A COMBINED SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. CLIN 0001 is for Meeting Room Rental on September 23, 1998, 1 each, in accordance with the following: The contractor shall provide a meeting room for approximately 400 people set theater style from 8 to 5 p.m., with 3 breakouts for 100 people set theater style from 8 to 5 p.m. In addition, there shall be a registration area set with two six foot tables with two chairs at each, two trash cans, a message board, a telephone for outside calls, and two easels to be set up throughout the meeting, and an office/VIP Room from 7 a.m. to 6 p.m. CLIN 0002 is for Audiovisual Equipment, 1 job, as follows: The contractor shall provide a viewgraph, screen, mixer, podium and mic, and lavaliere mic in thelarge meeting room, and overhead, mic and flip chart in each breakout room. CLIN 0003 is for Coffee Breaks, l job, as follows: The contractor shall provide continuous coffee service for approximately 400 people from 7:30 a.m. to 4:00 p.m., with coffee, tea, decaf, assorted breakfast breads (may include donuts, muffins, croissants, and bagels) in the morning, and soft drinks and cookies in the afternoon, located outside the meeting rooms in a convenient, centrally located area. CLIN 0004 is for Lunch, l job, as follows: The contractor shall provide a sit-down lunch for approximately 400 people in a separate room, set in rounds. The menu shall consist of a chicken entree with a salad and appropriate vegetable, potato, rice or pasta, desert and fresh baked breads. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial items applies with the following specific evaluation criteria to be included in paragraph(a): 1)Ability to provide meeting function space, 2) ability to provide required food services, and 3) past performance. Offerors are cautioned to submit proposals on the most favorable basis, since the Government may elect to make award without further discussions.
