U -- IN-HOUSE ANNOUNCEMENT FOR FLIGHT SIMULATION SERVICES SOL FLITES-8135-0001 POC Contract Specialist ANGELA LOCKE (910) 396-4362 X230 (Site Code DAKF40) This is an announcement of the initial decision to perform the activity for Flight Simulation Operation Services at Simmons Army Airfield, Fort Bragg, North Carolina in-house based upon the results of the Streamlined Cost Competition Study under OMB Circular A-76. The activity is to provide all labor, personnel, ADP equipment, office supplies and materials for administrative purposes, supervision and any other items necessary to perform flight simulation instruction services for the AH-64 Combat Mission Simulator (CMS) and UH-60 Synthetic Flight Training System (SFTS). Employees must possess a Secret (or higher) security clearance. Based upon this announcement, the A-76 Administrative Appeals process is initiated. The Public Review period will begin 22 May 1998 and end 10 June 1998. Documentation will be available for Public Review at the Installation Business Office-Directorate of Contracting, Building 1-1333, Corner of Macomb and Armstead Streets, Fort Bragg, North Carolina 28307. Appointments to review documentation may be made by contacting Mrs. Angela Locke (910) 396-4362, ext 234. This review period provides all interested parties an opportunity to review the documentation supporting the in-house cost estimate and Streamlined Cost Comparison Form (SCCF). The purpose of the public review is to ensure that there were no errors in computing the in-house cost estimate and the completed SCCF. Interested parties include the employees of the activity under study, unions and other employee organizations representing affected federal employees, and interested contractors and IGS providers. Any interested party may review the SCC documentation and file an Administrative Appeal, if an error is found, following published procedures. Administrative Appeals must be submitted in writing to the Contracting Officer and must be received by the close of the public review period. If an appeal is filed late, or otherwise does not comply with established procedures, there will be no further opportunity to appeal. Any appeal must address costing issues or noncompliance with OMB Circular A-76 procedures. If no errors are identified the in-house performance will continue. (0138)
