REQUEST FOR PROPOSALS FOR THE PLANNING AND DEVELOPMENT OF A RESORT HOTEL/CONVENTION CENTER The Yakama Indian Nation Economic Development Department (YIN) will receive sealed proposals for Professional Consultant contract services (Contractor). Contractor will perform services for the Yakama Indian Nation in the planning, developing, financing, and management of a resort hotel/convention center to be located on the Yakama Indian reservation in south- central Washington. SCOPE OF WORK A. Hotel/Convention Center Planning and Development: 1. Develop Comprehensive Feasibility Study -- Identify the Market, Competition, Site, Size, Amenities, Image and other pertinent factors for developing a unique, destination resort hotel/convention center 2. Develop Final Business Plan and Financial Package for Funding the Project 3. Negotiate funding with potential lenders. NOTE: Contractor has the option to negotiate the financing of the project as a part of this proposal 4. Develop Site Plan and Facility Plan -- Procure architectural and engineering plans for the project -- Complete Environmental Impact Study -- Identify infrastructure needs to support the project 5. Equipment Design and Installation 6. Construction Management -- Develop Request for Bids for General Contractor and Sub-contractors -- Oversee Day-to-day Construction -- Comply with Tribal Employment Rights Ordinance (TERO) Regulations B. Hotel/Convention Center Operations Planning and Design: 1. Employee Hiring and Training (Including Key Management) -- Comply with TERO Regulations -- Develop ongoing Staff Development and Training Program 2. General Management of Project: -- Oversee the day-to-day management for the term of the contract TERM OF CONTRACT: The term of the contract will be from Three to Seven Years, depending on the level of involvement in the management and/or financing of the project. RANKING PROPOSALS: Each entity submitting a proposal for the contract shall be aware that proposals will be received from non-Indians as well as qualified Indian-owned enterprises. The method of ranking proposals shall be as follows: 1. QUALIFICATIONS 30 Points Maximum 2. CONTRACTOR PRICE 25 Points Maximum 3. TERM OF CONTRACT 20 Points Maximum 4. SCHEDULING ABILITY/TIMELINE 15 Points Maximum 5. INDIAN PREFERENCE 10 Points Maximum TOTAL POINTS AVAILABLE: 100 Points INDIAN PREFERENCE: Preference will be given to Indian-owned enterprises. 1. Proposals are invited from non-Indian as well as qualified Indian-owned enterprises. 2. Indian enterprises must qualify by submitting evidence of Indian ownership and control as a part of its proposal. INDIAN PREFERENCE SUB-CONTRACTING EMPLOYMENT AND TRAINING: The successful contractor must provide preference in its award of sub-contracts, and in its employment and training. The successful contractor must comply with YIN TERO Regulations including any licensing requirements. RIGHT TO REJECT ANY AND ALL PROPOSALS: This Request for Proposals does not commit the Yakama Indian Nation to award a Contract nor to pay any costs incurred in the preparation of proposals. The Yakama Indian Nation reserves the right to reject any and all proposals, to waive any informalities or irregularities, and to re-advertise when it is in the best interest of the Yakama Indian Nation.
