(520) 343-8137. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This is
Request for Quotation No. 98-SQ-34-0162 which incorporates all
provisions and clauses in effect through Federal Acquisition Circular
No. 97-04. This is a Small Business Set-Aside, the SIC is 3492 and the
small business size standard is 500 employees. The Bureau of
Reclamation, Yuma Area Office, Yuma Desalting Plant, has a requirement
for wafer valves to be used for pump discharge header on the reverse
osmosis feed headers. General Requirements are; valve type -- ~1/4 inch
turn butterfly/disc; size 24 inch, 1 each; size 18 inch, 3 each;
Pressure Rating -- ANSI Class 300; End Connections -- Wafer. Groove
each side for ~1/4 inch O ring seal to mate with standard flat faced
piping flanges. Approximate groove dimensions are 1 inch larger in
diameter than pipe diameter x 0.24 inches deep x 0.375 inches wide.
Disc seal shall be metal to metal, zero leakage (ANSI Class V), Packing
gland -- Adjustable. Materials of Construction: Wetted parts shall be
316 stainless steel, including body, except for threaded bolts which
are submerged wetted parts. Material selection shall not promote
galvanic corrosion, yet prevent galling or seizing of threaded parts.
Operating Conditions: Location; Outdoors. Temperature Range: 0-50
degrees centigrade; Flow Direction -- Bidirectional; Fluid -- Water,
specific gravity 1.0; pH range 4 to 5; total dissolved solids 3,000
mg/L; Maximum Operating Pressure and Differential -- 500 psi; Maximum
Operating Temperature -- 40 degrees centigrade. Applicable Standards:
The latest edition of the following standards in effect of the date of
order, shall form a part of this specification to the extent they are
applicable to the valves specified: American National Standard
Institute (ANSI): ANSI B16.10, Valves, Face to Face Dimensions; ANSI
B16.5 Pipe Flanges, and Flanged Fittings; ANSI B16.34, Valve Design.
Manufacturer's Standardization Society (MSS) of the Valve and Fittings
Industry SP-25 Standard Markings for Valves, Fittings, Flanges, and
Unions. Design: Manufacture shall design the valves suitable for the
above described service. The valve shall not contain asbestos
materials. The pressure and temperature ratings of the valves shall
comply with ANSI B16.34, and B31.1. Actuator: Actuator will be supplied
by the Government. Maximum torque requirements for seating and
unseating against 500 psi are for the 18-inch valve -- 11,800
foot-pounds and for 24 inch valve -- 23,600 foot-pounds. The shaft and
keyway dimensions shall be provided. Data specified under the
paragraph entitled "Documentation Required" shall be provided by the
manufacturer, to allow proper selection of the actuator. Shop Test:
Manufacturer shall perform tests and inspections as requiredto assure
that the valves meet the requirement of this specification. Specific
test on the supplied valves are not required if the data is available
and can be furnished for the same make, model, and size of the valve.
Marking: Valves shall be marked with a stainless steel identification
place in accordance with MSS-SP-25. Documentation Required: The
following data shall be supplied with the bid document for
evaluation/approval in such detail that the Government can determine
the suitability for service: Manufacturer catalog cuts and other
documentation showing the valve, model, materials of construction, and
outline dimensions. Chart of coefficients. Actuator torque
requirements (including breakaway, running, and maximum) and operating
arc/revolution requirements. Three (3) sets of the following shall be
supplied with the valves; Spare parts list and Installation, actuator
mounting dimensions including shaft and mounting flange, and set up
instructions. FOB is Destination. Delivery of the valves is desired
within 22 weeks after receipt of order; however, alternate delivery
timeframes will be considered. Delivery shall be made to Bureau of
Reclamation, 7301 Calle Agua Salada, Yuma, AZ 85364. The deadline for
receipt of bids is May 29, 1998, 4:15 p.m. Responses to this RFQ should
be mailed to Bureau of Reclamation, Yuma Area Office, Attention:
YAO-3120, P.O. Box D, Yuma, AZ 85364. All responsible sources may
submit a bid which shall be considered by the agency. Provision
52.212-1, Instructions to Offerors -- Commercial applies. Provision
52.212-2, Evaluation -- Commercial Items; Evaluation will be based on
the lowest priced technically acceptable product offered by a
responsible vendor. Provision 52.212~-3, Offerors Representations and
Certifications -- Commercial Items; a completed copy of this provision
shall be required with the bid. Clause 52.212-4, Contract Terms and
Conditions -- Commercial Items applies with no addenda to the clause.
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items applies and the
following clauses are applicable: Nos. 6, 7, 8, 9, and 10. No DPAS has
been set. Award will be made to the responsible offeror that provides
a technically acceptable product at the lowest price. The offeror
shall provide descriptive literature that demonstrates the product's
ability to meet the minimum requirements of the specifications. See
