The Environmental Protection Agency (EPA) has a requirement for a contractor to provide oxygen-18 labeled water with an isotopic purity of at least 95%. Acceptable impurities include oxygen-16 or oxygen-17 labeled water. No other chemical impurity shall exceed 0.01% by weight of the water and must be specified before purchase is made. The contractor shall isolate and synthesize 300 grams of oxygen-18 labeled water with an isotopic purity of at least 95% as determined by mass spectrometry. The chemical purity of the water shall be determined by 1) analysis of pH (acceptable range is 6.0 to 8.0); and, 2) conductivity (acceptable range is less than 60 mho/cm). The contractor shall ship two separate deliveries of the oxygen-18 labeled water to the EPA no later than 9/30/99. The EPA anticipates that a fixed price purchase order using Simplified Acquisition Procedures will be awarded as a result of full and open competition. The SIC code number is 2899 with a size standard of 1000 or fewer employees.
