Financial Management Service (FMS) has a requirement for the
replacement or upgrade of its security computers, firmware and security
related software at six FMS facilities to ensure Y2K compliance. The
facilities are located as follows: Liberty Center Building, 401 14th
Street, SW, Washington, DC, 20227; Austin Financial Center, 1619 East
Woodward Street, Austin, TX, 78747; Birmingham Financial Center, 190
Vulcan Road, Homewood, AL, 35209; Chicago Financial Center, 536 Clark
Street, Chicago, IL, 60605; Philadelphia Financial Center, 13000
Townsend Road, Philadelphia, PA, 19154; and, San Francisco Financial
Center, 390 Main Street, San Francisco, CA, 94105. The FMS has
standardized on the CASI-RUSCO systems and Hughes Identification (HID)
MiniProx, MP5360 series, proximity card readers, and Proxcard II, 125
kHq, direct print cards as its access control, identification and
alarm monitoring integrated security systems. The vendor shall provide
required computer(s), multiplexer(s), interface panels, card and card
readers, and identification system(s) at each FMS location. The vendor
shall also provide hardware, peripherals, software and documentation to
replace other Y2K non-compliant security components, as well as
interfaces for the replacement subsystems. The vendor shall work with
FMS personnel to integrate any FMS supplied or existing equipment into
the replacement Y2K compliant systems or subsystems. The systems shall
incorporate the necessary equipment and software to detect, process and
analyze alarms, advisories, and access requests, in accordance with FMS
security procedures. The security computer upgrade/replacement
system(s) shall support, without undue delay, any alarm and the normal
flow of authorized traffic through controlled access points to
maintain operating efficiency. Solicitation no. FMHQ98Q5025 will be
available electronically via the Internet on, or about, May 27, 1998.
