This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation F64133-98-Q0343
is issued as a Request for Quotation (RFQ). All incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-03. This solicitation is a total small business set aside.
Line Item 0001: Services Nonpersonal: To furnish all labor, tools.
Equipment. Materials, supervision. Transportation and facilities
necessary to accomplish all work and provisions required to provide the
complete demolition of buildings 26033 and 26041. The work includes but
is not limited to all labor, materials, transportation, and equipment
required to provide the complete demolition, removal, and disposal of
all materials comprising of the buildings and all materials, debris,
and equipment contained within the buildings. The demolition includes
the complete removal and disposal all equipment associated with the
buildings located just outside of the buildings, such as water heaters,
water tanks, and piping. The demolition includes the complete removal
of the building floor slab, stone base, and foundation down to a level
at least 1'-0" below the surrounding grade. The area shall be back
filled with clean topsoil free of all stones greater than 1/20"
diameter stones. The back fill material shall be compacted to 90% ASTM
D 698 maximum density. The area shall be graded, fertilized, and
hydroseeded with a seed and mulch mixture. The grass shall be watered
and cared for until a vigorous growth of grass is obtained with no
noticeable bald spots. All work shall be considered complete when an
acceptable growth of grass is established in all disturbed areas. For
acceptability the grass shall be think enough to prohibit the
observance of the soil underneath the grass as would be seen by an
observer 5 feet above grade at a distance of 25 feet, from any
direction. The contractor shall submit for approval a safety plan for
all work required for the project. All work shall be accomplished in
accordance with OSHA regulations. The contractor shall obtain a digging
permit from the Civil Engineering Squadron prior to the start of work.
The Contractor shall terminate utility connections by securely sealing
and capping. Disposal: The contractor shall remove all debris and
material and dispose of properly. The contractor may use the base
landfill for the disposal of all material. Contract Drawings are

Items. Offers must include with their offer a completed copy of

Items. Evaluation will be based on the offer most advantageous to the
Government, with price and past performance being considered (past
performance is of equal importance when compared to price). A site
visit will be conducted on 27 May 98 at 0900 hours, local time. All
prospective bidders will meet at the Contracting Office, bldg. 17000,
prior to proceeding to the site location. Offers are due by 1600 hours,
local time, on 03 June 98 (note to offer's -- Guam is 18 hours ahead of
Pacific Standard Time). Offers may be submitted to the point of contact

unrated inaccordance with the Defense Priorities and Allocations
System. All responsible contractors are encouraged to submit an offer
