(AFDTC) is pursuing conversion of a portion of its Civil Engineering
functions to a contract activity based on an OMB Circular A-76 study.
This requirement was previously synopsized on 9 Jun 97, amended on 13
Jun 97, and resynopsized on 8 Jul 97 and 18 Dec 97. Changes/additions
to the 18 Dec 97 synopsis follow: a) The draft Performance Work
Statement (PWS) was issued 18 May 98 on the World Wide Web (WWW) on the
Eglin Contracting Home Page under Base Level Contracting/Services at
"http://eglinpk.eglin.af.mil/services.htm" for contractor
review/comments. b) A draft Request for Technical Proposal (DRFTP) is
tentatively scheduled to be released 28 Jul 98 at the same Website
address for contractor review/comments. c) A site visit and
pre-proposal conference have tentatively been scheduled for 9 Sep 98 or
for both 9 and 10 Sep 98. d) The formal Request for Technical Proposal
(RFTP) is tentatively scheduled to be released 19 Oct 98 at the same
Website address.e) Hard copies of the DPWS, the DRFTP and the formal
RFTP will be available for a $20.00 charge per package. f) Grounds
maintenance for the Eglin Ranges, which was previously included as a
function, has been deleted. g) Add the function for operation of the
Civil Engineering Supply Store. h) Further changes to this requirement
will be posted on the Eglin Contracting Home Page; companies are
responsible for checking the Website for updates. The following
synopsis incorporates the above changes. The functions under study
include: a) Housing management services for over 2350 family housing
units; b) Dormitory management to include furnishings management for
approximately 1060 dormitory rooms and approximately 1319 dormitory
residents; c) Facility maintenance and repair for over 2800 facilities
including a hospital in excess of 275,000 SF and military family
housing units to include 24 hour customer service call, emergency
response, and plant operation at the Hospital Central Mechanical Plant
(work also includesminor construction and minor renovations); d)
Wastewater treatment plant operation of 6 plants with a total capacity
exceeding 2.7 million gallons per day (each plant operates under a
Florida State Department of Environmental Protection permit); e)
Infrastructure maintenance, repair and operations to include paved and
unpaved roads, heavy equipment operation to include crane operation,
high voltage electrical distribution systems, potable water systems,
sewage distribution systems, emergency power generation, liquid fuels
distribution systems, alarm systems, storm water distribution systems
and entomology services to support the Eglin Ranges; f) Material
acquisition, warehousing, and Self Help Store operations; g) Computer
network management and troubleshooting for Civil Engineer Local Area
Network which includes over 300 personal computers, 150 printers, and
all associated network servers and hubs to include all software and
hardware; h) Engineering and Construction Management support to all
Eglin Range facilities including architectural, mechanical, electrical
and civil engineering requirements; and (i) Operation of the Civil
Engineering Supply Store. The proposed service Standard Industrial
Classification Code (SIC Code) for this acquisition is 8744 ($20
million). This action is under 100% small-business set-aside. Please
state that you qualify as a small business against this size standard.

offerors' or potential offerors' concerns, if any, regarding this
acquisition. The Ombudsman's purpose is not to replace the technical
staff or contracting officer but to serve as an honest broker regarding
contractor concerns and issues or disagreements with government
personnel. The Ombudsman will maintain strict confidentiality as to the
source of the concern when requested by the offerors. The Ombudsman
will not participate in the evaluation of proposals or source selection
decision process for this acquisition. All responsible sources may
submit an offer which will be considered by this agency. Telephone
requests for solicitation sets will not be accepted. Companies are
encouraged to download the DPWS, the DRFTP and the formal RFTP from the
World Wide Web in lieu of requesting hard copies. For companies which
prefer hard copies of the DPWS, the DRFTP, and the formal RFTP, each
package is available at a $20.00 charge which is nonrefundable. Make

previously requested a solicitation set will remain on the source list
but must submit $20.00 for a hard copy of each of the documents.
