The Government intends to negotiate with Northrop Grumman Corporation, Bethpage, NY 11714, on a sole source basis, for Outer Wing Panels (OWPs) for the E-2C/C-2A manufacture and production. Initial buy will be for 23 outer wing panel shipsets, and two option(s) for 15, and 15 additional OWP shipsets. As the designer and original equipment manufacturer of the OWPs, Northrop Grumman Corporation is the only firm with the tooling, requisite skills, knowledge, required technical data, and capability of completing the work within the required timeframe. The Government does not own a technical data package adequate to compete this procurement. For subcontracting opportunities, contractors should contact prime contractor directly.
