Center-Aircraft Division, Naval Air Station, Patuxent River, MD has a
requirement for the acquisition of BRU-32 B/A and BRU-32 A/A Ejector
Bomb Racks (P/N's 1534AS100, 1534AS5000, and 1534AS7000) with
associated hooks and technical data for the F/A-18E/F and F/A-18C/D
aircraft. Solicitation N00421-98-R-1194 will be negotiated under full
and open competition. Two contractors, Klune Industries, Inc., Spanish
Fork, UT and Lucas Aerospace Cargo Systems, Jamestown, ND, are
currently, formally qualified to produce the BRU-32 bomb rack. The
eventual contract will fulfill FY00 through FY03 BRU-32 requirements if
awarded to a currently unqualified BRU-32 source or will fulfill FY99
through FY03 requirements if awarded to a source that has already been
formally qualified. The contract will consist of one base year and
three or four option years, depending on the current qualification
status of the awardee. Approximately two-hundred ten (210) P/N
1534AS7000 are required for FY99, three-hundred twenty-six (326) for
FY00, and three-hundred fifty (350) per year for FY01 through FY03.
Each of these contract years will include options to order additional
quantities, not to exceed 2,064 bomb racks in total if awarded to a
currently unqualified source or 2,379 bomb racks in total if awarded to
a currently qualified source. Required deliveries will begin at an
approximate rate of thirty-two (32) bomb racks per month on 01 May 2000
or 30 March 2001, depending on the qualification status of the awardee.
Unqualified sources must successfully produce first article test units
and undergoing first article testing and analysis. These qualification
procedures are expected to take approximately twenty (20) months.
Details of test requirements will be included in the Request for
Proposal (RFP). Interested contractors are encouraged to request a copy
of the solicitation as soon as possible. The Navy intends to release
the RFP via the Internet. Requests for the RFP may be sent via e-mail

requests for solicitations will neither be accepted nor returned. All
prospective offerors are strongly encouraged to use the Internet to
send responses. All Internet responses must provide the return Internet
address and a post office mailing address within the body of the
response. Internet responses without the aforementioned addresses will
not be recognized. The solicitation will be made available over the
Internet in Word 7.0 format and will reside on the NAVAIR Home Page,
located on the World Wide Web (WWW). The WWW server may be accessed
using client browsers such as MOSAIC and NETSCAPE. Offerors who have
requested an electronic copy of the RFP will be notified via e-mail
