Contracting Officer, (703)602-3102 Naval Sea Systems Command intends
to procure, as a Small Business Set Aside, three or four fiberglass or
aluminum Personnel Boats (Medium) with associated Support Items and
Data. The Personnel Boat(Medium) [PE (M)] shall be constructed in
accordance with the PE (M)Performance Specification for commercial item
dated 11 May 1998 which will be included in the solicitation. The
primary mission of the PE (M) is to transport forty (40) passengers
from USN Carrier ships to another ship or shore. The maximum
dimensional envelop for the boat and its hoisting system for interface
with Navy ships is 13 meters in length, 3.8 meter beam, and 4.2 meter
height (from lowest boat appendage to the throat of the crane hook).
The PE(M) is to be operated by a crew of three persons. A Certification
of Inspection (COI) from USCG will be required for each boat delivered.
A hoisting system design to safety factor of six is required. Use of
strongbacks and belly band is not acceptable. Seating for the 40
passengers enclosed in cabin(s) is required. Speed of 23 knots (full
load condition) in calm water and range of 126 nautical miles are
required. The boat shall be powered by diesel engine(s), Cummins
B-series engine(s) is/are desired. Propeller(s) or water jet(s) are
acceptable. Maximum design hoisting is 10,000 kilograms (22,050 lbs.).
The electrical system shall be 24V. Delivery of first boat is 12
months from award of contract with the following boats a month
thereafter starting the 14th month after contract award. F.O.B.
destination charges apply. Delivery destination for all boats will be
at Cheatham Annex, Williamsburg, VA. This is a FAR 12 (Acquisition of
Commercial Items) procurement. Technical and Price proposals will be
required. An award will be made based on Best Value to the Government.
This solicitation and any amendments that may be issued will be
available on NAVSEA 02's world wide web home page at the following
address: http://www.contracts.hq.navsea.navy.mil. The solicitation
package and future amendments can be located by its solicitation number
and down loaded. It is planned that this solicitation will be released
about 12 June 1998. It is recommended that offerors check the above
web site frequently after the solicitation is released to insure that
you are up to date regarding any amendments issued. Announcement in the
CBD of upcoming amendments will not be made. Since electronic commerce
will be the exclusive method for release of this solicitation, no
bidders' mailing list will be maintained. Thus requests for a bidders'
mailing list cannot be honored. No future announcements in the CBD for
this solicitation are planned. Thus offerors are encouraged to check
the above web site to ascertain if the solicitation has been released.
