(703) 602-0951, X624 Under the authority of Section 845 of the National
Defense Authorization Act for FY 1994, as amended by Section 804 of the
National Defense Authorization Act for FY 1997, and 10 U.S.C 2371, the
Naval Sea Systems Command (NAVSEA) intends to enter into an agreement
for the construction of a prototype AMNS and its integration into an
airborne host platform (Phase I). The AMNS will have the potential of
being deployed from MH-53E and other helicopters to neutralize bottom,
close-tethered and in-volume sea mines. NAVSEA is seeking a
Non-Developmental-Item (NDI) system which has been tested. The results
of the Navy's NDI Mine Neutralization Technology Demonstration and
other existing, independent test data will be used to evaluate the
technical capabilities of the system under the Past Test and Evaluation
factor. Further, via sole source negotiations, NAVSEA intends to
continue its partnership with the successful Phase I Industry Team for
Phases II and III of the AMNS program, including production of the
AMNS and life cycle cost management. A draft solicitation will be
