This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals that will be requested, and a written solicitation will not be issued. The solicitation number is F04700-98-Q1514. This is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-32 and DAC 91-1. The Air Force Flight Test Center (AFFTC) has an immediate requirement for an Infrared Camera. The camera system must meet the following characteristics in order to comply with mission requirements (1). 3-5 micron wave length sensitivity (2). Sensor must be a minimum of 256 X 256 pixel pattern with the capability to correct for bad pixels (3). Sensor sensitivity of less than 0.025 Degrees Celsius (4). Sensor must have at least 12 bits of resolution (5). A minimum of two fields of view on the lens, 7.5 degree wide angle view (75mm), and 2.2 degree narrow field of view (250mm), with focus capability (6). Camera must be in an environmental enclosure for outdoor use that will maintain the camera and lens within designed operating temperatures per MfL-STD-8 I OE (7). Heavy duty pan/tilt capable of handling the camera and an additional 201b sensor mounted next to the camera (The government will be responsible for integrating and installing the additional sensor) (8). The pan/tilt must use slip rings on the pan portion. ie, the pan/must be able to turn continuously in one direction. All camera controls and video must feed through the slip ring. (9). The tilt must allow a minimum of + 15, -15 degree elevation change (10). Remote operation of the pan/tilt, lens control (field of view change and focus), and camera control to include performing internal non-uniformity correction. This may be accomplished through a provided interface or via a computer interface (The government will provide the computer if required, vendor must provide software) (The Government will provide all required cable or fiber between controller and camera) Vendor must supply complete documentation of camera and pan/tilt interfaces. (11). Camera must be capable of performing internal non-uniformity correction by using an internal blackbody reference. (12). Camera must support NTSC, and RS- 1 70 Video output. The Simplified Acquisition Procedures (SAP) will be used in awarding this contract by written quotation.
