existing contract number NAS13-614 with Boeing North American Inc.,
Rocketdyne Division, 6633 Canoga Avenue, Canoga Park, CA 91309-7922, to
cover work associated with the Fastrac engine that the Marshall Space
Flight Center (MSFC) in Huntsville, Alabama is developing as part of
the LOW Technologies Project. The MSFC-designed engine has a gas
generator, common shaft turbomachinery and a silica phenolic ablative
chamber. The work to be performed under this contract is to provide
"hands-on" Fastrac engine work to include the assembly/disassembly,
repair, modification, installation/removal of the engine into/from the
test stand, pogo pulser refurbishment/handling, and engine Ground
Support Equipment handling and maintenance at the John C. Stennis Space
Center (SSC). This effort also includes services to perform studies,
analyses, consultation support, training and planning as well as
maintenance of the PCGOAL/PCPLOT and Automated Management System. The
agency intends to issue a modification on a non-competitive basis with
Boeing North American Inc., Rocketdyne Division based on unique design
requirements under the authority of 10 U.S.C. 2304 (c) (1), supplies or
services required are available from only one source or a limited
number of sources and no other type of supplies or services will
satisfy the agency requirements. Interested firms have fifteen (15)
days from the publication date of this synopsis to submit their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
fifteen (15) days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government. Oral
