A -- RESEARCH & DEVELOPMENT SOL 801240 DUE 060198 POC Sally Huber 301-713-0855, Lawrence Frazier 301-713/0851 A -- The U.S. Dept of Commerce/NOAA/NESDIS proposes to negotiate on a non-competitive basis using Simplified Acquisition Techniques with the University of Massachusetts, Amherst MA to provide services that will focus on on the development and evaluation of improving the high wind speed retrieval performance of C-band and Ku-band Scatterometer Wind retrieval Algorithms utilizing experimental data already collected from aircraft based experiments. Vendors who believe they can provide the required services are invited to submit, in writing, an affirmative response demonstrating an ability to provide these services, while demonstrating a cost benefit to the Government. Any written responses must be received no later than 15 days after the publication of the synopsis. In order to be responsive, the correspondence must be accompanied by a written narrative statement of capability, including technical information and other technical literature, sufficent to permit agency analysis in order to determine a bona fide capability to meet the Governments requirement.
