requests for copy of a solicitation.) The Idaho Operations Office of
the U. S. Department of Energy (DOE) announces its intent to contract
by means other than full and open competition. The exception to
competition is FAR Part 6.302-1 which states that the needed supplies
or services are available from only one responsible source and no other
type of supplies or services will satisfy the agency requirements. The
source that meets this criteria is the Environmental Science and
Research Foundation (ESRF) of Idaho Falls, Idaho. The ESRF is a
non-profit foundation and has been providing the services since 1994.
The work will continue to take place in areas peripheral to and on the
Idaho Engineering and Environmental Laboratory (INEEL). The INEEL is
located on 890 square miles in southeast Idaho at the northeast end of
the Snake River Plain. Within the laboratory complex are nine major
applied engineering, interim storage, and research and development
facilities. The services required to meet the Government's needs
include: 1) Wildlife, habitat and vegetation surveys, studies and
research; 2) offsite surveillance including sample collection and
analysis of air, water, soil, milk, wheat, lettuce, and meat (domestic
and wildlife) for radionuclides including the analysis and reporting
of data obtained; 3) sitewide research about endangered wildlife
species, pollutants in the environment, and revegetation, and; 4)
diverse, but program specific research projects, including a
demonstration of a biobarrier for environmental restoration or waste
management areas, assessment of iodine -129 levels in the environment
and impact of effects of effluent disposal in lined ponds. Estimated
cost for the services is approximately 1.97M peryear. DOE believes that
ESRF is the only souce able to provide the needed work because, in
addition to performing the tasks listed above, it has oversight
participation by regional and State of Idaho educational institutions.
Certain environmental data generated by the ESRF must be provided to
DOE Headquarters, the Environmental Protection Agency (EPA) and the
State of Idaho. To satisfy the State's concerns and to enhance the
State's and public confidence in INEEL operations, the ESRF has board
of director members from State and regional universities. This
oversight diminishes any questions concerning data vailidity and
encourages a high confidence level by the State of Idaho in INEEL
operations. The ESRF subcontracts with state and regional universities
to obtain the available expertise, further enhancing the objectivity
and independence of the ESRF. Type of contract will be a cost plus no
fee and is expected to be for five years. Sources believing themselves
capable, as well as having the needed State of Idaho and regional
oversight/participation shall provide a statement of capability to Mr.
Hillebrant no later than 45 days from the publication date of this
