selection of one or more sources for award will be based on an
integrated evaluation of an offerors' response (both technical and
cost) to determine the overall merit of the proposal in response to
this announcement. The technical aspect, which is ranked first in order
of priority, shall be evaluated based upon the following criteria in
descending order of importance as shown: (a) soundness of technical
approach based on the quantitative rationale for the processes selected
(value stream analysis); (b) business strategy whereby program
successes result in component cost reductions to the AF/N; (c)
understanding of the problem; and (d) special technical factors,
including the management approach (plan) and structure, nature and
extent of cost share and number of hours for key personnel and their
role. The evaluation criteria is based upon the offeror's address of
the following: quantitative justification for processes selected for
improvement; improvement approaches; realismof improvement goals;
related company activities; related government activities; root cause
of problems; location of each process in the total system and the
effect of change on other processes; entrance and exit criteria and
phasing; cost share; team composition; extent of forecasted cost
reductions; company commitment to achieving cost reductions; and
demonstrated plan to realize cost reductions, including decision
points, criteria and decision makers. Cost and/or price, which includes
consideration of proposed budgets and funding profiles, is a
substantial factor, but ranked as the second order of priority to the
technical criteria. No other evaluation criteria will be used. The
technical and cost information will be evaluated concurrently. The Air
Force reserves the right to select for award of a contract, or
Assistance Instrument, any, all, part or none of the proposals

concerns from offerors and potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the Contracting Officer, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection decision. Interested
