Activities (ECA). Requirements Type Indefinite-Delivery Contract (IDC)
for a period of one (1) year with four (4) additional one (1) year
option periods. One contract will be awarded. The proposed contract
will be used to fill all requirements for listed services administered
by the Department of Health and Human Services/Indian Health
Service/Engineering Services (DHHS/IHS/ES). -- The covered geographic
area includes as a minimum the twelve IHS regional areas: 1) Aberdeen:
IA, NE, ND, and SD; 2) Albuquerque: CO and NM; 3) Anchorage: AK; 4)
Bemidji: MI, MN, and WI; 5) Billings: MT and WY; 6) Sacramento: CA; 7)
Nashville: AL, FL, LA, ME, MS, NY, NC, and TX; 8) Navajo (Window
Rock): AZ, UT, and NM; 9) Oklahoma: KS and OK; 10) Phoenix: NV, AZ, and
UT; 11) Portland: ID, OR, and WA; and 12) Tucson: AZ. The area covered
may include DHHS property at other sites. -- The main purpose of the
contract is to identify and evaluate environmental problems at IHS
owned or operated hospitals, clinics, health stations, health centers,
and other health treatment facilities. IHS owned or operated public
spaces, office spaces, staff housing, and related support facilities
are also included. -- The ECA work may include the following over the
life of the contract for various sites and facilities nationwide,
although this is not a guarantee of actual work: 1) Conduct multimedia
environmental compliance assessments, including: development or review
of the site protocol manual; development of state, local, and
applicable community requirements supplement to the manual;
development, preparation, and completion of the pre-visit
questionnaire; completion of on-site assessment activities; preparation
of the assessment report with a range of alternative/recommended
corrective measures with cost estimates; and modifying or updating
IHS-wide computerized database. Work may also include: Pollution
prevention assessments; Due diligence surveys; Storm water permits;
Site specific resource field examinations, including asbestos
assessment, with alternative/recommended corrective measures; and
Impact and alternative assessments. 2) Design environmental remediation
projects; preparation of waste minimization plans; storm water
pollution prevention plans; hazardous waste and materials management
plans; solid waste management plans; spill prevention control and
countermeasure plans; field sampling; sample analysis; field
monitoring; data analysis.; 3) Inspect environmental remediation
projects; field sampling and monitoring; 4) Develop training programs
for facility personnel for various aspects of ECA; and related studies
and investigations. Remediation design may include building or site
alterations, incidental to the main purpose of the design, which
require standard A/E design services in addition to the ECA services.
-- Firms must meet the following minimum qualifications to be
considered: 1) In-house expertise and capacity at the time of the
response to this announcement to provide multimedia environmental
compliance assessments as demonstrated by experience in producing
products similar to those listed herein. Capacity will be evaluated in
part on the extent to which the qualifications of the individuals
proposed for the work cover the complete range of ECA's, evidence that
the members have previously worked together as a unit, and evidence of
standard company-wide procedures which provide for a primary ECA team
to provide consistency in findings at various locations. Responses to
this announcement should identify the members of the proposed primary
ECA team and describe the composition of any proposed secondary ECA
teams, including geographical locations and organizational relationship
to the primary ECA team; 2) Experience using current information
technology to produce findings reports and other products required as
will as manage the project work as demonstrated by use of Microsoft
Office 97, and AutoCad 13 in organization and processing of data and
preparation of documents; 3) Experience using the latest project
management procedures, such as those defined by the Project Management
Institute. -- The proposed contract will contain the following
requirements: 1) The contractor shall use Primavera Project Planner
(P3) 2.0 or compatible to manage the work under this contract. The
contractor shall also use e-mail that is POP3 compliant to be
compatible with Lotus CC:mail and Microsoft Exchange, including the
exchange of attachments. In addition the contractor shall use PC
Anywhere and Winframe NT or compatible to exchange files. The
contractor will be expected to, at its own expense, periodically update
its software to maintain compatibility with DHHS/IHS/ES; 2) All
measurements, dimensions, etc. shall be in metric (SI) units; 3) Design
and engineering features of the work accomplished under the proposed
contract shall be accomplished or reviewed and approved by architects
or engineers registered in the state in which the remediation work will
be performed; 4) The contractor shall provide for Indian preference in
employment, subcontracting and training to the maximum practical
extent; 5) The contractor shall provide for one primary multimedia ECA
team to manage all work performed nationwide, whether performed by the
primary ECA team or by secondary ECA teams, to ensure that the reports
and designs produced under each task order are of a uniform high level
of quality and are in a standard format compatible with similar
products delivered under other task orders. -- Selection will be based
on the following evaluation factors, which are listed in descending
order of priority: 1) Demonstrated capacity to respond timely to
requirements within the geographic area of coverage.; (2) Knowledge and
experience in coordinating ECA headquarters and branch office work to
ensure a uniform product nationwide; (3) Professional qualifications
and experience on all ECA teams necessary for satisfactory performance
of all required ECA services; (4) Specialized experience and technical
competence in all applicable aspects of ECA services for large and
small health, laboratory, schools, quarters, and related support
facilities; (5) Demonstrated past performance on comparable projects
(all the elements of ECA work for large and small health, laboratory,
schools, quarters, and related support facilities) with government
agencies and private industry in terms of cost control, quality
control, and compliance with performance schedules; (6) Extent of
Indian participation in employment, subcontracting, and training. (7)
Experience with and demonstrated ability to work with owner management
teams including representatives from Tribal governments. -- The
average order is expected to be $40,000. The total estimated fee to be
paid for the contractor's services performed under the proposed
contract is $300,000 to $800,000 for the first year and $1 million per
year for each of the four option years. These estimates of the average
order and probable needs are for information only and are not
guarantees of the average order or total services that will be
required. Reference FAR 52.216-19, DO Limitations: The individual order
limitations shall be: (a) Minimum: $500; and Maximums: (1) The
single/combination item order maximum limit shall be $300,000; (2) the
30-day aggregate order maximum shall be $300,000, and (3) the yearly
aggregate order maximum limitation shall be $1 million. -- This
proposed acquisition is listed on an unrestricted basis in accordance
with the Small Business Competitiveness Demonstration Act. Firms that
meet the minimum requirements listed herein may submit a SF-254 and
SF-255 package, which shall be considered by the agency. See Notes 24
and 25. -- If three or more 51% or more Indian-owned firms respond with
submittals that indicate the firms are qualified to perform the work
listed herein, this acquisition will be re-announced as a total
set-aside for Indian-owned firms under the Buy Indian Act. Pertinent
statements relative to the evaluation factors shall be included in Part
10 of SF 255. All submittals mustbe in duplicate (two copies of SF 254
and SF 255). Brochures or other presentations beyond those sufficient
to present a complete and effective response to this announcement will
not be considered. Submittals must be received on or before the due
