Technical Assistance contract with U.S. organizations or a consortium
of U.S. and Indian organizations who have a successful track record in
emerging capital market policy and systems development and related
fields, for the second phase of the Financial Institutions Reform and
Expansion (FIRE) Project. The goal of this project is to support the
Government of India in its efforts to improve the ability of the
India's capital market to mobilize capital to meet critical investment
needs for economic growth by inducing greater investor participation.
First phase of the project helped: establish India's first securities
depository; move major stock exchanges to "screen based" trading
system; reduce settlement time from 21 days to 7 days; the market
regulator Securities and Exchange Board of India (SEBI) establish
enforcement priorities. The next 4 year phase of the FIRE project will
build on the gains made so far. The contractor will provide technical
assistance andtraining to SEBI and other key securities industry
organizations to: help them adopt 'best practices' in market
regulation, oversight, enforcement; and strengthen market's systems and
operating infrastructure. Project outputs will include, improved
collaborative market oversight, surveillance and enforcement system
involving the regulator and stock exchanges; and establishment of a
system that facilitates investors' access to quality market information
on a continuing basis. Detailed information about this solicitation is
