Negotiations will be conducted with Systems Planning and Analysis, Inc. (SPA), Alexandria, VA. SPA is the only known source with the immediate capability and expertise to provide uninterrupted continuity of services necessary to comply with recent and anticipated changes in Navy and DoD financial management reporting. These requirements are mandated by ASN(FM&C), DFAS, and the Naval Audit Service (NAS). A modification to existing contract N00030-97-C-0048 will be awarded on a sole source basis with SPA.
