Officer, (202) 708-4531. The Government National Mortgage Association,
Ginnie Mae, a wholly-owned Government corporation, provides a
secondary market for government insured/guaranteed loans through its
Mortgage-Backed Securities programs. Ginnie Mae is soliciting for
contract services to provide advice in evaluating, developing,
integrating and implementing activities for its operations, management,
risk analysis, product design, and investor and industry education. The
successful offerors must have the qualifications and experience in
matters related to Mortgage Backed Securities and other instruments in
the capital markets in order to assist Ginnie Mae with
conceptualizing, organizing, and conducting sophisticated research
studies and analysis related to its business to include consultant
services in all areas related to Ginnie Mae's programs, i.e., the
primary and secondary whole loan markets as well as the capital
markets. Services to be provided include: (1) advice on new products
and program structures; (2) assistance indrafting regulations and
Federal Register publications to implement new products and/or
programs; (3) assistance in the creation or enhancement of product
and/or program documents, guides, and handbooks; (4) research, advice,
and preparation of All Participants Memoranda; (6) analysis of program
risks; (7) evaluation of existing programs; and, (8) assistance in
conducting seminars that explain program requirements. A three year
multiple award, task ordering contract is contemplated with 2 one-year
options to renew. RFP GNMA-98-PP-O1 will be issued on or about June
22. Brief written proposals limited to resumes of key personnel and
past performance of the firm, and consisting of no more than 30 pages,
will be due 30 days after issuance of the solicitation. Those firms
which pass this portion of the competition will be invited to present
an oral presentation of their technical approach. This solicitation has
no restrictions as to the size of a firm which may offer. SIC 8742
