DAAN02) The U.S. Army Soldier Systems Command intends to procure the
services of a C-130 stretch aircraft from Tepper Aviation Inc., P.O.
Box 100, Crestview, FL 32536 for 9 days to airdrop the British Reefed
Mains Parachute Extraction System 4 times beginning on 15 July 1998 at
Pope AFB/Ft. Bragg, N.C. The following test tub loads will be dropped:
9,500 lb.; 14,750 lbs.; and two 19,000 lb. rigged weights. Drops will
be initiated with a drogue chute from the aircraft tow plate. An
anti-occillation chute will be deployed from a standard ADS anchor
cable. The following are unique characteristics of the C-130 Stretch
aircraft: tremendous forces can be generated during Extraction by Mains
as four 100 foot diameter main recovery chutes are used to extract the
load (extraction chutes are normally 15 to 28 feet in diameter). The
stretch version provides an extra measure of safety by providing a
greater resistance to pitching moments because of the greater distance
of the tail section in relationship to the wings. Since the British
Airdrop System is airdropped in a C-130 Stretch it is safer to perform
the initial airdrops in the same type aircraft. The due date of this
