Z -- BASE OPERATIONS SUPPORT JOB ORDER CONTRACT OF US ARMY RESERVE CENTERS IN A SIX STATE AREA DUE 062698 POC Dennis A. Nelson (608) 388-4474; Fax 608 388-5950 The Fort McCoy Contracting Office is seeking qualified small business firms capable of performing a BOSJOC (Base Operations Support Job Order Contract). The Standard Industrial Classification code for this project is 8744, Base Maintenance; size standard $20,000,000. The BOSJOC contract will encompass a broad range of tasks including both construction and services. The contractor will be required to provide all labor, material, equipment, supervision, and management necessary to accomplish Task Orders performing the following work: facility repairs, maintenance, minor construction, custodial services, grounds maintenance services, refuse removal services, snow removal services, scheduled maintenance of HVAC systems, installation and maintenance of Building Automation Systems (BAS), performing surveys (i.e. asbestos) and other minor facility support services. Work will be performed in support of 175 US Army Reserve Center (USARC) locations scattered across a six state area (MN, WI, IL, IN, MI, and OH). USARC's average 2-4 buildings per location. The BOSJOC Contractor will be required to maintain an office at Ft. McCoy, WI to negotiate and receive Task Orders. Various regional offices may also be appropriate for work supervision and Quality Control. All service and construction Task Orders will be negotiated using established unit price books -- one for construction and one for services. Vendors will provide coefficient multipliers in the initial RFP; one set for construction and one set for services. Option year coefficients will be derived from cost indexes. The BOSJOC Contractor will be responsible for performance of all negotiated Task Orders in accordance with the negotiated scope and performance time; due to the large geographical area of responsibility -- successful execution of task orders depends largely on finding local subcontractors, entering into agreements, then managing/monitoring performance paying particular attension to quality. The contract period will be for a base year and four option periods with a yearly minimum of $450,000 and a yearly maximum of $5,000,000. Historically, about $2,000,000 per year of construction funds have been obligated using JOC; orders average $75,000 each. Various service contracts currently account for nearly $3,000,000 per year. Once negotiated, repetitive service Task Orders will be renewed on a yearly basis after coefficients are re-established. Only firms that are small business, under the above cited code, should respond to this inquiry. Responses should include 1). A brief history of the firm. 2). A managment capability statement. This statement should demostrate an understanding of: the JOC process, accomplishing work using subcontractors, simultaneous management of multiple Task Orders, and managing work over multiple states. 3). Procedures used to measure and control quality. 4). Relevant experience. Note: Performance and Payment bonds will be required for the construction portion of the work. Include any comments or suggestions with the response. Responses should be received by 4 P.M. (local time) 26 June 98. This synopsis is for gathering information and does not constitue a request for proposals, also, it does not obligate the Government to a commitment. It is anticipated this synopsis will be followed by a formal RFP. Respondents to this synopsis will be offered the opportunity to receive said RFP.
