contract to Shield Rite, Inc. (SRI), Albuquerque, NM for a modified
MILSATCOM 100 db shielded Extremely High Frequency Antenna Support
Shelter (EFASS) to be manufactured, assembled, and installed at SHAPE
Headquarters, Mons, Belgium. In addition, the Government intends this
contract to provide additional support for all EHFASS shelters
previously produced and fielded by SRI. The modified EHFASS will be
referred to as a Shielded Equipment Support Shelter, (SESS). The
modifications to the existing power system facility that supports the
MILSATCOM installation are intended to improve the operational
capability of the power system when subjected to the effects of
external electromagnetic radiation. The power system consists of
electrical equipment located within an auxiliary building as well as
equipment external to that building. SRI will provide design and
analysis support, and a site survey at SHAPE in preparation for the
final modifications that will take place on the current power system.
This support will be an extension of the unique work provided by SRI
for the equipment shielding effort under the EHFASS program and the
HEMP filter work done by SRI at SHAPE. As a result of final design and
analysis performed by MITRE and supported by SRI under part I. above,
it is proposed that a modified Extremely High Frequency Antenna
Support Shelter (EHFASS) be manufactured, assembled, and installed at
SHAPE by SRI. SRI has manufactured 27 EHFASS units for the MILSATCOM
Program and is currently manufacturing a number of shielded doors for
Buckley ANGB, CO. The SESS would utilize the technology developed for
MILSATCOM on the EHFASS Program and the manufacturing techniques,
tools, and fabrication equipment currently being used in the shielded
door construction to fabricate and assemble a SESS for SHAPE. The SESS
will be a modified design of the EHFASS currently installed at 17
CONUS sites, 3 Alaskan and Hawaiian sites, 2 Asian sites, 3 European
sites, and provide the shielded enclosure for MILSATCOM equipment at
SHAPE as the EHFASS does for MILSATCOM equipment at the sites mentioned
above. A firm fixed price contract award, pursuant to 10 USC 2304(c)(1)
as described in FAR 6.302-1, would be anticipated in the fall of 1998
with a period of performance through December 1999. FY99 funds have
been allocated for manufacture, assembly, and installation of the SESS
at SHAPE. Support will be provided through the use of Time and
Materials Line Items and be funded with FY98 and 99 funds. Despite the
Government's intention to issue the contract to Shield Rite, Inc., if
your firm believes it can meet the criteria specified above, submit a
qualification package to ESC/MCK, 50 Griffiss Street, Hanscom AFB, MA
01731-1620, attention Lt Jason Lindgren, no later than 10 calendar
days after publication of this synopsis. This synopsis does not
constitute a request for proposal (RFP) or an invitation for bid (IFB)
and should not be construed as a commitment by the Government to issue
an order orotherwise pay for the information solicited. Any questions
