NASA LaRC plans to issue NASA Research Announcement, (NRA) 98 LaRC -6, on or about July 1, 1998, for the development of revolutionary concepts for helicopter noise reduction. High levels of noise are an impediment to a healthy, growing rotorcraft industry. In general, noise generated by the main rotor is of primary concern. The NRA will solicit proposals for a research program comprised of two phases. The Phase 1 goal is to formulate low noise technology design concepts and to demonstrate noise reduction potential by computation, analysis, and prediction. The Phase 2 goal is to design, build, and test a subscale model in an appropriate facility to quantify the noise reduction identified in Phase 1. The NRA will focus on long-term, high-risk, high-payoff technologies. Participation in this NRA is open to all individuals and categories of domestic organizations, including industry, non-profit organizations, educational institutions, and government agencies, as well as teams comprised of several of these.Technical evaluations will be conducted through a peer review process by rotorcraft aerodynamic and acoustic specialists from Langley and Ames Research Centers. Proposals for up to 18 months of research effort will be solicited for Phase 1. Approximately $200K and $400k will be available to fund this work in fiscal years 1999 and 2000, respectively. Multiple awards may result from this announcement. In addition, NASA may elect to exercise the Phase 2 option, contingent on the availability of funds and the progress accomplished under the Phase 1 program. It is anticipated that from $1.0M to $1.5 M may be available over a three year period from 2001 to 2003 to perform a single phase 2 option. Cost sharing arrangements may be proposed for Phase 2.
