Contract Specialist, 202-708-7947 The U.S. Department of Education, for
the Office of Special Education Programs (OSEP), Office of Special
Education and Rehabilitative Services(OSERS), has a requirement for
"Expenditure Study." This procurement requires a Contractor to create
a Finance Center which shall: a) conduct research and disseminate
information on special education finance and related issues; b) design
and implement an expenditure survey to collect data on costs of
special education and related services. It is the intent of OSEP that
this procurement address the needs of Congress as articulated in Public
Law 105-17. The Finance Center shall act in a continued research
capacity to address current and critical fiscal and policy issues
regarding special education. This evaluation of the PCSP shall span
five years, and be comprised by four phases and one option year. The
first phase (planning ) shall cover nine months of the evaluation. The
second phase (data collection) will cover fifteen months. The third
phase (data analysis) will cover twelve months. The fourth phase
(report production) will cover twelve months. The fifth phase(ad hoc
analysis) is optional and would commence in year four of the
evaluation. Requests for copies of the solicitation may be made by
