is required to validate the testable hardware missile/intercept or
prompt x-ray design and test protocol, being developed under contract
DNA001-94-C-0181. The current contract does cover validation of
methodologies for the circumvention and recovery of hardened components
and these methodologies have been demonstrated on traditional hardware.
The traditional methodologies, however, have not covered all issues
associated with using the newest technologies available for systems. A
recently discovered delayed restart time mechanism is not covered
under the current methodologies. This is a totally unexpected and
unexplained phenomena that was not programmed into the current effort.
The objective of this effort is to determine the underlying causes of
the observed extended recovery restart time, develop radiation
hardening design and test techniques to mitigate such causes and
augment the existing testable hardware protocols. The Defense Special
Weapons Agency (DSWA) plans to issue a sole source contract to Jaycor.
DSWA believes that Jaycor is the only source able to perform this
effort. Any other firm desiring consideration must fully identify its
capability to perform the requirement. See Note 22. Acquisition
