development sources are sought for development of the Agent Defeat
Warhead Demonstration(ADWD), which will provide a warhead capable of
defeating targets associated with the development, production, and
storage of chemical (C) and biological (B) weapons (CBW), while
limiting the potential for collateral damage (i.e., damage resulting
from the unintentional release of CB agents). The objective of this
program will be to demonstrate an ability to generate widespread damage
within the target, while neutralizing any resident CB agent which might
be inadvertently expelled from the target during or after an attack.
Candidate kill mechanisms for achieving the desired results include
thermal effects derived from high temperature incendiary (HTI)
materials, low blast fragmenting warheads or submunitions, neutralizing
chemicals, and other mechanisms which may be identified during the ADWD
program. The goal of the ADWD program will be to demonstrate a warhead
that is effective against both chemical and biological targets ranging
from those classified as soft, above ground structures, to those
classified as hardened, underground structures. A hybrid warhead
payload that employs a combination of the referenced kill mechanisms
may be required to achieve this goal. The demonstration will be
conducted using a warhead designed to have the same external shape and
mass properties as the 2000-lb BLU-109 warhead. This will allow
existing Air Force weapon delivery systems (e.g., GBU-24, GBU-27,
AGM-130, and JDAM), when equipped with the Agent Defeat Warhead, to
hold a wide variety of CB targets at risk. Potential offerors should,
as a minimum, possess and have demonstrated experience in hard target
penetrator design, payload packaging and integration, warhead payload
dynamic expulsion/dispersal, hard and soft target warhead fuzing, and
in the planning and execution of the wide variety of tests required to
mature and flight demonstrate the Agent Defeat Warhead. Prospective
offerors should also have an in-depth understanding of chemical and
biological agents/weapons in terms of their production, storage,
weaponization, and susceptibility to various kill mechanisms. This
42-month program will be conducted in four phases. Phase I will
evaluate warhead concepts in terms of engineering feasibility and
effectiveness. A preliminary design will be developed for the most
promising warhead concept. Warheads will be fabricated and static
lethality tests will be conducted to quantify the effectiveness of the
warhead, including its ability to minimize collateral damage. During
Phase II, a detailed warhead design will be developed. All-up,
full-scale warheads will be fabricated and tests will be conducted to
demonstrate the survivability, functionality, and effectiveness of the
warhead when delivered against simulated CB targets. Environmental
tests (i.e., per MIL-STD-810) necessary to demonstrate the safety and
suitability of the warhead for follow-on flight test will also be
conducted. During Phase III, the warhead will be flight tested to
establish in-flight compatibility with the F-15E, and demonstrate
warhead effectiveness. Approximately ten all-up warheads will be
fabricated and dropped during flight tests against simulated CB targets
located at Eglin AFB and/or White Sands Missile Range. During Phase IV,
a small quantity of warheads (i.e., 10-20) will be fabricated and
delivered to the sponsor. Those warheads will reflect the design
refinements necessary to correct any warhead deficiencies identified
during the flight test program. Access to and storage of classified
material, up to and including Secret/NOFORN, is required. Foreign firms
should be aware that it is likely restrictions will apply, which would
exclude them from being prime contractors on this effort. A
pre-solicitation conference will be held on 25 June 1998 between the
hours of 0830 and 1630 at Eglin AFB FL, Bldg 13, Rm 160 to present
government program objectives, structure and procurement approach. The
meeting will be unclassified. However, a DD254 must be on filewith
AFDTC/IN, for this specific solicitation, before contractor access to
a library of pertinent threat characterization data can be permitted.
All prospective sources seeking access to this library of information
should come to the pre-solicitation conference prepared to provide: 1)
name, address, and zip code, 2) the name, address, and zip code of
their cognizant security office (i.e., DIS Region), 3) Company CAGE
code, and 4) other locations in which work would be performed (if
different than 1). Prospective sources not attending the
pre-solicitation conference should forward this information to
AFRL/MNAL, Attention: Mr. Ron Hunt at fax number (850) 882-2563 to
facilitate completion of the necessary DD 254. All attendees must
forward their security clearances and an approved DD 2345,
Export-Controlled DOD Technical Data Agreement, to AFRL/MNOB (Security)
prior to the date of the conference. Those individuals/contractors
which fail to comply with both requirements will not be allowed in the
conference andwill not receive a hard copy of the material and/or data
presented or referenced during the conference. Conference seating
limitations will make it necessary to limit each responding company,
inclusive of subsidiaries, to a maximum of two attendees. Prospective
offerors who have satisfied the security and export control
requirements for attending the conference, may schedule one-hour
private meetings with the Agent Defeat Team in Bldg 13, Rm 251, Eglin
AFB FL between 0830 and 1530 on 26 June 1998. To schedule meetings with

offerors wishing to conduct detailed discussions related to the Agent
Defeat Warhead target set and related CB agents may also schedule

Lethality and Vulnerability Branch (AFRL/MNAL) personnel supporting the

There will be no restrictions on the number of industry personnel that
may attend the private meetings with the Agent Defeat Team or the
Lethality and Vulnerability Branch. An Ombudsman has been appointed to
address concerns from potential offerors during proposal development
phase of this acquisition. The Ombudsman does not diminish the
authority of the program director or the contracting officer, but
communicates contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection process. Potential offerors
