Contracting Officer The Government intends to award a Sole Source,
Simplified Acquisition Procedure (SAP), to Dr. Jeff Johansen of John
Carroll University Biology Dept. in Cleveland, Ohio to conduct
Cryptogam Field Studies at Ft. Irwin, California. No other price quotes
or proposals will be accepted. This project will design and implement
cryptogamic/cryptobiotic field test plot studies to determine their
usefulness in large-scale revegetation projects. Prior to incorporating
cryptogamic inoculum into the overall revegetation program, it is
necessary to understand the function and relative importance of
cryptogams in the Mojave Desert ecosystem. Successful completion of
this contract is dependent upon knowledge of and access to cryptobiotic
crust information data only available to Dr. Johensen. It is the
Government's position that award to any other source would result in
substantial cost to the Government that is not expected to be recovered
through competition and /or unacceptable delays in fulfilling the
agency requirement. Therefore, no other offers will be accepted. The
