intends to negotiate this procurement using the Simplified Acquisition
Procedures as established in FAR Part 13. This procurement is intended
as a Small Business Set Aside. The Urban Watershed Management Branch
(UWMB) of the Water Supply and Water Resources Division (WSWRD) of
EPA's National Risk Management Research Laboratory (NRMRL) is
soliciting quotations to quantify on a national basis the magnitude of
the exfiltration problem in wastewater collection systems; identify
the factors that contribute to the problem; and document the current
approaches for correcting the problem, including costs. The resulting
information will be used to identify technology gaps and research
priorities. A project report shall be prepared to present all relevant
information, a description of a typical sewer system and areas where
exfiltration is likely to occur, factors causing exfiltration from
sewer lines, a desk top estimation of the national magnitude of the
exfiltration problems in sewers, an estimation of the impacts to human
health and the environment due to exfiltration, costs for correcting
the exfiltration on a national basis, technology gaps, research needs
and priorities. The estimated duration of this project is ten months
from date of award. EPA intends to issue a request for a written
quotation (RFQ). The RFQ will be issued on or about June 8, 1998 with
written quotations due on or about June 26, 1998. The proposed
acquisition will be processed as a Request for Quotation (RFQ), using
FAR Part 13 -- Simplified Acquisition procedures. All responsible
sources may submit a written quotation which will be considered by the
Agency. All requests for the RFQ must be in writing; telephone
requests will not be honored. Requests shall be directed to Barbara
