PROSPECT TECHNOLOGIES, IN WASHINGTON DC, INFORMATION TECHNOLOGY SUPPORT

U.S. Coast Guard (USCG) intends to acquire recreational boating safety
web site services from Prospect Technologies, 3376 Stuyvesant Place,
NW, Washington, DC on a sole-source basis. This is a follow-on project
which encompasses completing web site development, technical support,
interactive database, and expansion of the Office of Boating Safety
(OPB) USCG's Recreational Boating Safety (RBS) web site. The expansion
will include continued support of two "key" partners in the RBS
Program, the National Safety Boating Council (NSBC) and the National
Association of State Boating Law Administrators (NASBLA). It would be
costly to duplicate the initial development and support by contracting
with another vendor. The following services are required: develop a
project plan; develop additional components; maintain and enhance
existing OPB, NSBC, and NASBLA web sites; complete Phase I database and
initiate new and extensive databases to the OPB web site; continue with
the expansion of on-line boating education information and linkages to
key national recreational boating safety web sites; continue support
to the quality assurance and consumer alert components of the OPB web
site; provide additional links to key state and Federal Safety
Standards from the OPB web site; finalize interactive database and
report generation capability combined with the ability to do mass
e-mail regarding emergency boating safety issues; and complete a plan
to transfer of the entire OPB web site plan and mechanisms to a new
host site without service disruption. The following deliverables are
required: project plan; monthly progress report, meeting minutes, and
web site code and documentation. System/operational capabilities are:
accessing data through web interfaces with latest technology; automated
server pages through IIS 3.5 or higher using INTERDEV screens which
interfaces with complex data with SQL 6.5 or higher; familiarization
with advanced web/search technology; secure and unsecured
communication/electronic mail; and 32-bit technology which complies
with Standard Workstation III. Databases shall include text, numbers,
photographs, sound and any new emerging technology requested by the
Office of Boating Safety. In addition, firms must be able to program in
JAVA, JAVA script, and have familiarity with Microsoft ACTIVE-X in both
secure and unsecure environments. Firms must have the capacity to
provide an ISP that affords multi-tiered security in order to
host/maintain the office of Boating Safety web site. Firms must have
demonstrated experience with advanced electronic commerce capability
including the ability to support 128 bit/40bit SSL in transit
encryption; security a on state of the art 400+ MGZ Windows NT 4.0 or
higher hardware/software platforms. In addition, firms must be able to
support electronic purchasing/credit card transactions/mall
capabilities; and have familiarity with USCG databases with capability
to port the databases from a military secure to a secure public domain
environment. This notice is not a solicitation nor is a formal Request
for Proposal available. Offerors shall state whether they desire the
return of material submitted to the Coast Guard for evaluation
purposes. The USCG will not pay for information submitted. An
indefinite delivery/indefinite quantity contract with firm fixed-price
task orders is anticipated. The contract will consist of a base year
and a one-year option period. The Standard Industrial Classification
Code is 7375 and the size standard is $18 million. All interested
parties must submit a technical capability statement that sufficiently
describes their qualifications, capabilities, and previous experience
relevant to fulfilling the specific recreational boating safety
requirement described above. The Government will review all statements
