COMMERCE BUSINESS DAILY ISSUE OF MAY 26,1998 PSA#2102ON-LINE REQUEST FOR SUGGESTIONS TO IMPROVE TECHNOLOGY INSERTION PROCESS
IN NAVAL ACQUISITIONS This special notice announces a request by the
Assistant Secretary of the Navy for Research, Development and
Acquisition in support of one of the strategic goals for Acquisition
Reform. This goal seeks to more effectively transition new technologies
into Naval acquisitions through better engagement of stakeholders (i.e.
researchers, designers, purchasers, suppliers and users of Naval
systems) and by providing more effective incentives. Responses are
sought (via a website) from all DoD contractors, large and small
commerical businesses (including those not normally supplying goods and
services to the Navy and Marine Corps), academia, private and
government laboratories, Naval program offices and commands, and other
military services and government agencies. It is expected that the
infromation received will help to identify the good practices that
should be continued and barriers to be eliminated, and will suggest
better ways of incorporating innovative technologies into current and
future Naval systems. The ideas of all stakeholders are needed and will
be used by the DoN to evaluate and recommend new approaches to enchance
our acquisition process. Comments and lessons-learned from other
military services, non-defense companies, and government agencies can
be valuable and are encouraged. The on-line question and suggestion

ideas are reviewed and considered, all respondents are encouraged to
complete this form no later thatn 10 July 1998. Questions concerning

to complete the suggestion form in about 30 minutes. Participants will
not be reimbursed for time spent responding to this request for
