COMMERCE BUSINESS DAILY ISSUE OF MAY 26,1998 PSA#2102DSCC'S ENFORCEMENT OF THE ALTERNATE OFFER PROVISION Attention
Contractors: This notice is a reminder of DSCC's intent to strictly
enforce DLAD 52.217-9002, Conditions for Evaluation and Acceptance for
Offers for Part Numbered Items. The referenced provision states -- if
an alternate product is offered, the offeror must furnish with its
offer legible copies of all drawings, specifications, or other data
necessary to clearly describe the characteristics and features of the
alternate product being offered. Please be aware of the obligation to
furnish legible data with the offer when citing an alternate product.
Buys will not routinely be held up in order to request and wait for the
necessary data. This means that as a rule, alternate offers received
without the necessary documentation with the offer (RFQs) or by time of
closing (RFPs/IFBs) will not be considered. In limited cases, the
contracting officer may determine that it is in the government's best
interest to wait for data not originally provided. Defense Logistics
Acquisition Directive (DLAD) definition of an alternate product -- An
exact product is the identical product desribed by the manufacturer's
name and part number cited in the procurement identification
description (PID) and manufactured by or under the direction of the
manufacturer cited in the PID. Any product not meeting these criteria
is considered an alternate product (includes surplus material) even
though it may be manufactured in accordance with the drawing and/or
specifications of the manufacturer cited in the PID. Contractors are
also reminded of their obligation to furnish all necessary
data/documentation, with their offer, when proposing surplus material
