project consists of furnishing all materials, labor, equipment and
supervision required to construct a 3,000 square foot fire cache
building which includes three engine bays and work space,
training/multi-purpose room, office area and shower and restroom
facilities. The work includes, but is not limited to, concrete slab,
wood framing and finish carpentry, gang nail trusses, installation of
pre-formed metal roofing panels, erection of structural steel, glass
and glazing, roofing, plumbing, fire protection, electrical services,
liighting and other incidental work as described on the drawings and
specifications. The project is located at Lava Beds National Monument,
Tulelake, Siskiyou County, California. Contract duration is 150
calendar days. The price range is between $100,000 and $250,000. This
procurement will result in a firm-fixed price contract. This
procurement is open to both large and small businesses. The Standard
Industrial Code (SIC) is 1542 and the annual size standard is $17.0
million.This procurement will be awarded to the responsible offeror
whose offer represents the "best value" to the Government. The best
value determination will be made on the basis of (1) the acceptability
of the offer; (2) the capability (e.g., experience and past
performance) of the offeror; and (3) price reasonableness. The
Government will assess the capability of each offeror on the basis of
(1) its organizational experience; (2) its organizational past
performance; (3) its qualifications and experience of key personnel;
and (4) its demonstrated ability to comply with instructions. The
Government considers an offeror's capability more important than its
price. THE SITE VISIT IS SCHEDULED ON 23 JUNE 1998 with participants to
meet at 10:00 AM at Lava Beds NM, Visitor Center, Tulelake, California
96134. Requests for the solicitation package shall be in writing
stating Request for Proposal No. 1443RP8000-98-011, with complete name,
address, and area code and telephone and facsimile number. Solicitation
packages maybe personally acquired from the Contracting Office or by

for the solicitation will not be accepted. Mail solicitation request to
