SN183329, dated 03/26/98) OF A PREVIOUS COMBINED SYNOPSIS/SOLICITATION
FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR
SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN
THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; AS
PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE
ISSUED. SOLICITATION NO. IA2105-S8234786 IS ISSUED AS A REQUEST FOR
PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY
NEGOTIATION PROCEDURES. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-04. The Standard Industrial Classification (SIC) is
7812. The U.S. Information Agency, Office of Cuba Broadcasting (OCB)
has a requirement, subject to availability of funding, for a Contractor
to provide access to sports footage for on-air broadcasting to Cuba.
Therefore, exclusive rights are required in perpetuity for use in
Agency productions in all context and forms. The sports footage shall
contain, at a minimum, the following: 1. Minimum of six (6) Major
League Baseball Games per day with at least one minute of highlights
each game, including the All-Star Game, the Play-Offs, League
Championship and World Series. 2. Minimum of four N.B.A. Basketball
Games per day with at least one minute of highlights per game including
the Play-Offs and the Final Series. 3. Professional Boxing at any
level. 4. Highlights of the World Cup 98 in France this summer. 5. A
combination of at least four (4) Spanish league or Spanish Cup Soccer
Games per week. 6. International Soccer Games; specially the European,
UEFA Winner's Cup and Champion League Competition and; 7. Tennis at a
Grand Slam Level. The sports feed shall be daily, seven days a week.
The sports feed shall be delivered via fiber optic line, satellite or
microwave to Miami, Florida. Delivery system will be decided by Agency.
Delivery terms and point: Miami, Florida. Technical proposals shall
include one sample feed with support material of feed rundowns,
scripts, ID super information and timing of stories and adaptation and
must be submitted with technical proposal. Contract performance
period: date of award through September 30, 1998 with option to extend
three 1-year periods. The provision at FAR 52.212-1, Instruction to
Offerors -- Commercial Items and FAR Provision 52.212-2, Evaluation of
Commercial Items applicable to this acquisition. The following clauses
apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items; FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
including subparagraphs (b)(3,6,7,8 and 9); and FAR 52.232-18,
Availability of Funds. The Government will award a firm-fixed price
(FFP) contract resulting from this RFP to the responsible offeror whose
offer conforming to the RFP will be most advantageous to the
Government, based on price and past performance. NOTE: Offerors
responding to this solicitation shall submit the following items to the
contracting office: 1. Technical proposal with sample videotape sports
feed as noted above. 2. Narrative with detailed information on past
performance explaining ability to meet this requirement. 3. Price for
the above. 4. A completed copy of the provisions at FAR 52.212-3, Offer
Representatives and Certifications -- Commercial Items. Proposals must
also include prompt payment terms and correct remittance address if
different from mailing address. Failure to provide any of the above
items may result in the rejection of your proposal. A company not in
possession of the above referenced clauses in full text, may contact
the contracting office for a copy of the clauses which will be faxed to
you. Proposals shall be submitted in writing and must be signed by an
official authorized to bind your organization. Oral proposals will not
be accepted. Proposals must be submitted to U.S. Information Agency,
Office of Contracts, 301 4th Street, SW., Room M-22, Washington, DC
20547 by June 8, 1998 at 2:00 P.M., Eastern Time. All responsible
