Price Architect-Engineer (A/E) services contract for the State of
Alaska. A/E services for this contract consists primarily of
Architectural, Mechanical, Electrical, Civil & Structural Engineering
Services for building additions and/or renovations including space
renovations, waterproofing, roofing, painting, asbestos, lead, and
other hazardous materials, abatement, security, fire protection,
safety, health, building equipment systems and other repair/alteration
work to existing Federally-owned facilities. The scope of A/E services
under this requirement may include, but not be limited to; surveys,
studies and reports, planning, programming, design, preparation of
working drawings and specifications, cost estimates, record drawing
review, design related post constructions services, and construction
observations. Multiple awards (more than one) may resut from this
solicitation. The proposed work orders have an anticipated construction
cost range of $50,000.00 to $1,800,000.00. The contract will include
hourly rates for anticipated disciplines for use in negotiating
fixed-price work orders. For all projects at $1,800,000.00 or less, the
Government's intent is to incorporate the Supplemental A/E contract
"look-up table" for pricing work orders. This table will be provided to
the A/E during initial contract negotiations. However, the Government
reserves the right to award a contract based on negotiated hourly rates
only. Projects may also be assigned, if required, in other areas of GSA
Region 10, which include Alaska, Idaho, Oregon and Washington.
Contractor selection will be based on: (1) PROJECT TEAM (20%). Key
personnel's qualifications and relevant experience as individuals and
as a team, in particular on small to medium remodel type projects. (2)
DESIGN MANAGEMENT (30%), project planning, coordination, interaction
among design team members, scheduling, cost methods, production
facilities capabilities and techniques. The use of AutoCAD is required.
(3) DESIGN ABILITY (20%) with visual and narrative evidence of the
team's ability with respect to aesthetic quality and flexible design
solutions, in particular as it applies to small and medium sized
projects; familiarity with Government regulations and specs and ability
to expedite Design and Bidding documents. (4) KNOWLEDGE OF DESIGN &
CONSTRUCTION FOR EXTREMELY COLD CLIMATES (20%). (5) SPECIAL (10%)
Demonstrated knowledge of remodeling projects in historically sensitive
projects, projects for the courts and detention facilities, and energy
conservation design. Consideration is limited to A/E firms with the
demonstrated capability to perform 80% of all contract services in
design production offices within the geographic limitations established
by this announcement. The geographical limitation is established as the
Greater Municipality of Anchorage, Alaska. Joint venture and/or a
firm/consulting arrangement will be considered. Interested firms having
the qualifications to meet these requirements are invited to submit
Standard Form 254 and 255 along with a letter of interest no later than
