248-6313 The Bureau of Indian Affairs, the Office of the Special
Trustee, and Mitretek Systems are requesting information on companies
that provide software systems or services for managing the lease of
land for oil and gas, coal, sand, gravel, other minerals, timber,
range, irrigation, agriculture, commercial property, and residential
property. The functions desired in this system include: 1.) Support for
pre-lease activities, such as lease announcement and lease preparation;
2.) Accounts receivable for lease income, including invoicing and
collections; 3.) Lease operations, including the tracking of lease
compliance activities; 4.) Allocation of lease income to multiple
trustee owners based on tract ownership. This system must be able to
accommodate 300,000 trustee owners, 170,000 tracts of land, and 100,000
active leases. It must also provide interactive client functionality to
1500 simultaneous users at 200 geographically distrubuted locations
linked by a wide area network. An additional system, a title management
system, to maintain land ownership date, title document recordation,
chain of title research, and certification of title will be implemented
in a similar timeframe. It is desireable that this lease management

system be able to interface directly with the title management system
to obtain tract ownership information and to provide encumbrance
information for title research. Desireable characteristics include: 1.)
A Windows-based user-friendly graphical interface; 2.) Ad hoc and
custom reporting capabilities; and 3.) Tickler or checklist
functionality. The system should be based on non-proprietary database
technology. The ability to extend system functionality by third party
contractors is also desireable. Sources are encouraged to provide a
