Management (OPM) Federal Executive Institute (FEI) in Charlottesville,
VA is seeking instructional and consultant services. The Institute
offers a four-week Leadership for a Democratic Society (LDS) program
nine times per year during the academic year beginning October 1 of
each year. The LDS program has a need for two types of assistance.
Course teaching faculty are needed for up to 4 courses per week for
each of weeks 2-4 of the program. Courses vary from12.5 to 19 hours in
length. The Institute also seeks the services of small group
facilitators to participate in the facilitation of Leadership
Development Teams (LDTs). Each LDT facilitator manages a predetermined
curriculum for a small work team (8-9 people) in the LDS program. The
FEI's Center for Executive Leadership (CEL) offers short 2-5 day open
enrollment courses and programs tailored to specific clients. These
CEL programs are separate from the LDS program. OPM is seeking persons
to develop courses for these CEL programs. The CEL also provides a
range of consulting services to individual executives and
organizational units. OPM seeks persons to provide these consulting
services. OPM intends to award Multiple Blanket Purchase Agreements
(BPAs) in response to this RFQ, with the number of awards to be
determined upon evaluation of the responses to this RFQ. We expect to
issue multiple year BPAs to include an initial 12 month period with
annual optional periods thereafter for a total of 5 years. The exercise
of optional periods of performance, after the initial 12 month period
expires, is at the sole discretion of the Government and is contingent
upon the determination by the Contracting Officer that such renewals
would be in the best interest of the Government. The SIC code for this
procurement is 8299 (Schools and Educational Services, N.E.C.) and the
BPA awards will be set aside for small businesses. The small business
threshold it $5 million in average annual revenues. It is anticipated
that RFQ OPM-98-00659KLM will be released no earlier than June 9. This
Solicitation will not be subject to provisions of Part 12 of the
Federal Acquisition Regulation. Proposals will be due no later than
