The contractor shall develop and implement a community-based approach to assess the impact of asthma and its related diseases in terms of its morbidity and mortality on four neighborhoods in New York State, develop format and guidence for selecting partners in the targeted areas and conduct three focus groups, facilitated by a qualified group leader.
